This paper studies the impact of the conflict on disrupting civil registry services in areas where the Syrian Government has lost control, thus denying Syrians in areas outside the control of the Syrian Government the possibility of registering their civil documents, and anyone who has been displaced or abandoned Government areas has lost this service. In addition, there have been no real institutions that have recognized the provision of alternative services, and alternative institutions' services have continued to act as documentation of cases without any impact on the restrictions of the Syrian Government.
