This paper provides an overview of the Social Protection profile within the Syrian Arab Republic, before and during the conflict, including the law and legislative decrees related to social protection that have been issued over the past years. The paper proposes a vision for social protection in the Syrian Arab Republic based on the Syria Vision 2030 of the Strategic Policy Alternatives Framework (SPAF) document. As such, the paper portrays a comprehensive analysis of the current situation of social protection systems in Syria, their strengths and weaknesses, and their gaps. In turn, policy makers can formulate social protection policies made to overcome potential risks and obstacles of growth.
