This document provides a background on the telecommunications sector before the conflict and analyzes the impact of the conflict on telecommunications and information technology. The paper also focuses on the institutional and legal framework governing the sector. Based on the findings, the current situation of the sector was analyzed and the respective gaps in the emergency phase, relief and humanitarian work nexus were identified. Urgent initiatives for the return phase and the recommended local response were also identified.
